Certified according to STAR Smog Control or STAR Smog Test. Meets only the highest performance standards set by the BAR and regulated by the DMV. Some of them are only allowed to do smog tests, while others are allowed to do both the tests and the repairs needed to pass. All smog measurement sites are required to publish information about the services they provide. When a vehicle is sold or brought into California, the seller is responsible for obtaining a smog certificate prior to completing the sale. When bringing a vehicle into California, the owner must obtain an emissions certificate prior to registering and selling the vehicle. If the car you sell is less than four years old, it doesn’t have to pass the smog test. Instead, the new car owner has to pay the smog transfer fee.
